1. We have the following comments on Mr Moss's letter and enclosure of 27 October to Mr Galsworthy (your minute of 10 December):

(a) para 2 of the letter - the information is not

completely correct. The ECE is not an "organ or programme related to ECOSOC." It is an ECOSOC subsidiosy body. The Human Rights Centre is also not an organ or programme related to ECOSOC!

It is part

of the UN Secretariat. The Human Right Sosidiary Commission is of course also an ECOSOC body.

(b) para 3 of the letter - there are problems here as the General Assembly approved a Report of the Committee of 24 in 1972 removing Hong Kong from the list of non-self-governing territories. UK may still consider Hong Kong to be a non-self-governing territory as described by Article 73 of the Charter. Most of the rest of the UN members would probably not accept this.

As you know, I wrote to Mr Margolis on 20 November asking him for a copy of a brief on Hong Kong and international organisations mentioned in the useful telegram (Hong Kong 679 to Peking of 19 July 1984 classified secret). This still has not arrived. When it comes it might be sensible to bring all this information together with material held in the FCO to produce a consolidated paper on subject Hong Kong participation in UN organisations and agencies.
