RESTRICTED

11 January 1984

During the Conference the EDF representative was making strong efforts to increase links between Taipower and EDF. Mr Blackman on hearing this took the view that CEGB ought to be more active. They might be able to obtain useful operating experience from Taipower and might be able to help NEI secure business.

I told Mr Weaving that I had already asked for an FCO view on the possibility of the CEGB working with Taipower. I said I would hope for a positive response, but we had to recognise the sensitivities arising from negotiations over

XHong Kong.

On the other hand it is noticable that French and other overseas firms seem to be able to obtain business in Taiwan without upsetting the PRC.

I told Mr Weaving I hoped to give him a firmer view within about 3 weeks.
