VEL NEGISTRY I have been looking at what Premier Zhao said in the United 24 JAN 1984ates and Canada about Taiwan, in so far as it has a bearing
on Hong Kong.

2. Adding to the press, Zhao said in San Francisco on 12

mainland.will send no representatives to Taiwan, neither troops nor administrative personnel. The party, Government and military apparatusin Taiwan will all be under the control of Taiwan itself
Members of the Taiwan authorities and public figures of various circles are also welcome to hold leading posts in political organisations at the national level and discuss state affairs together with us'.
3. On 18 January in Ottawa, Zhao'is reported as saying that 'all policies towards Hong Kong that we are going to adopt can also be applied to Taiwan. And Taiwan may receive even more
favourable terms'.
4. The point about armed forces is interesting, although it goes back to the 9 Point proposals for Taiwan made in September 1981 by Ye Jianying. He said then that Taiwan would be a 'Special Administrative Region and it can retain its armed forces. The central government will not interfere with local affairs on Taiwan'. He went on to say that 'people in. authority and representative personages of various circles in Taiwan may take up posts of leadership in national political bodies and participate in running the state'.
5. So, unless FED or Research Department have other views, I do not think there is anything relevant to Hong Kong which is new in what Zhao said publicly in the United States or Canada; but when we come to present our Working paper on Defence and Internal Security and make further efforts to dissuade the Chinese from stationing PLA forces in Hong Kong, we can make the additional point that they have said publicly that no such forces would be stationed in Taiwan.
