China's current willingness to negotiate and seek solutions through diplomatic means indicated their intention to follow an increasingly open-door policy. It was encouraging that China was showing such a flexible and pragmatic attitude; Japan would follow closely its implementation, primarily because of the commercial opportunities which Japan wished to take advantage of, but also because of the dangers of regional destabilisation should things start to go sour.
