PROBLEM
1. How should we reply to the letters to the Prime Minister, the Secretary of State and several other Ministers from the Chairman of the Joint Conference on the Green Paper on Representative Government, Mr Szeto Wah and a conference committee member, Dr Ding Lik Kiu?
RECOMMENDATION
2. I recommend that Mr Luce should reply along the lines of the attached draft, which has been agreed with Hong Kong and Peking.
BACKGROUND

The Prime Minister, the Secretary of State Mr Raison, Mr Rifkind and Mr Brittan have received identical letters from Mr Szeto and Dr Ding. These argue the case for direct elections to the Legislative Council of Hong Kong. They propose that at least 20% of the members of the Legislative Council should be directly elected by 1988.
