COMMENT:
[Hong Kong BDTCs will be able to able to acquire new
form of British nationality which carries same benefits
as BDTC status except for transmission by descent.
Holders of new status will be able to use British passports, and will be eligible for British Consular protection in third countries. It is clearly
inappropriate to extend BDTC status when Hong Kong is no longer a dependent territory.]
(g) British Government failed to provide BDTCs with an alternative right of residence either in the UK or
elsewhere.
COMMENT:
[The British Government directed its efforts to
achieving conditions under which people will not want to leave Hong Kong. We believe the agreement does
that.]

8. The report of the Monitoring Team confirms that the Assessemt n Office performed its functions properly and impartially. unreservedly endorses the conclusion of the Assessment Office that most of the people of Hong Kong find the draft agreement acceptable.
