I enclose what appears to be a circular letter from the Chairman of the Joint Conference on the Green Paper on Representative Government to the Prime Minister asking her to raise with the British Government (sic) the matter of direct elections to the Legislative Council in Hong Kong.
I should be grateful if an appropriate reply could be sent from the Foreign and Commonwealth Office.
