We, the undersigned organisations of Hong Kong, are writing to you to ask you to raise with the British Government thel urgent matter of direct elections to the Legislative Council of Hong Kong.
The British-Chinese Joint Agreement states clearly that after 1997 Hong Kong is to be administered by an elected Legislative Council which will have authority to make laws governing Hong Kong's internal affairs (Annexe 1, Section 1, paragraph 3). We are concerned that, although 1997 is only 12 years away, the proposals put forward by the Hong Kong Government in the Green Paper on the Further Development of Representative Government in Hong Kong introduce only a very limited measure of indirect elected representation, without assurances of any kind that, at any specific date, members of the Legislative Council will in the future be directly elected.
While agreeing that direct elections to the Legislative Council should be introduced in stages, this process must begin immediately, in order to make it possible to prepare adequately for the direct election of at least 20% of the members of the Legislative Council by 1988.
Representing a wide section of Hong Kong opinion in many areas of life, including leaders from religious, labour, social workers', student, district community, public housing and women's organisations, we have set out our position in a document which we enclose.
This statement was publicly adopted at a conference attended by representatives of many other organisations. We ask you to press the British Government and the Hong Kong Government to amend the strategy set out in the Green Paper and to give us the assurance that a significant proportion of members of the Legislative Council will be directly elected by 1988 at the latest.
