ELECTIONS

7. In preparing the White Paper, the Hong Kong Government has recognised the need to keep in mind

the provisions of the draft agreement on the future

of Hong Kong and the plans have been framed

accordingly. The draft agreement provides that the Government and legislature of the Hong Kong SAR

shall be composed of local inhabitants and that the

legislature of the Hong Kong SAR shall be constituted

by elections. However, the nature of the electoral

system after 1997 is not specified in the agreement.

The possibility of introducing direct elections will

be covered in the review which is to be held in 1987.

Due account will be taken of views which the

Chinese Government may have expressed.

WHAT IS RELATIONSHIP BETWEEN PROPOSALS IN THE WHITE

PAPER AND THE DRAFT AGREEMENT?

The proposals in the White Paper are concerned

with the period before 1 July 1997. It is firmly

agreed between the British and Chinese Governments

that the British Government will be responsible

for the administration of Hong Kong until 1 July 1997.

However, in preparing the White Paper, the Hong Kong

Government has recognised the need to keep in mind

the provisions of the draft agreement on the future of Hong Kong, and the plans have been framed

accordingly.

APPOINTMENT OF HONG KONG CHINESE GOVERNOR BEFORE 1997?

9. Not covered by agreement. Exact direction of evolution in such aspects of Hong Kong's Government

structure up to 1997 will be a matter for British

and Hong Kong Governments taking full account of

views of people of Hong Kong.
