The general review proposed for 1989 in the Green Paper will be brought forward to 1987, so that the issues raised in the Green Paper, including direct elections, can be considered before the 1988 elections. It is already clear, from both the strong views being expressed by the people of Hong Kong and the keen interest shown by Members of the House in this week's debate, that this will be an event of great importance.

There will, on that occasion, be a further full examination of the arguments advanced in favour of the direct election of members of the Legislative Council at that date.
