Amendments to Letters Patent

and Royal Instructions

To accommodate the reconstitution of the

Legislative Council in 1985 as announced in the White Paper on the Further Development of Representative Government in Hong Kong, it is necessary to seek certain amendments to the Letters Patent and to the Royal Instructions.

We have identified the amendments which we believe to be required and attached is a draft, prepared by our Legal Department, in which these are set out. The amendments provide, in brief, for :

(a) the Legislative Council (in 1985) to consist

of the Governor, three ex-officio members

(the Chief Secretary, the Attorney General, and the Financial Secretary), seven appointed official members, 22 appointed unofficial members, and 24 members elected under the Legislative Council (Electoral Provisions) Ordinance (to be enacted);

(b) the appointments of official and appointed

unofficial members to continue to be made and to be revoked by the Governor, as at present;

(c) the elected members to be elected, to assume

their seats and to hold office as provided in the Legislative Council (Electoral Provisions) Ordinance;

(d) the resignation of elected members, and their

disqualification as provided in the Legislative Council (Electoral Provisions) Ordinance, and for their seats thereupon to be declared vacant;
