Secretaries of State, may from
time to time appoint-by an
Instrument under the Public Seal of
the Colony (who, together with the ex officio Members, shall be styled Official Members of the Legislative
Council);

(d) such other persons, not exceeding
twenty-two in number at any one
time, as the Governor, in pursuance of Instructions from Us through one of Our Principal Secretaries of
State, may from time to time appoint
by an Instrument under the Public Seal of the Colony (who shall be styled Appointed Members of the Legislative Council);
(e) such other persons, not exceeding
twenty-four in number at any one
time, as are elected under an electoral
Ordinance passed by the Legislative
Council for that purpose (who shall
be styled Elected Members of the
Legislative Council).
