PROPOSALS FOR THE WHITE PAPER
INTRODUCTION

A revised draft Green Paper on the Further Development of Representative Government in Hong Kong was considered by the Council on 3 July 1984 (memorandum XCS (84) 13) and, subject to some amendments suggested by Members, was published on 18 July 1984 (a copy of the Green Paper is attached at Annex A). period of two months was allowed for public consideration and comment. The Government undertook to consider carefully all the views and comments expressed on the Green Paper and to seek the further advice of the Executive Council, with a view to the publication later in the year of a White Paper setting out the Government's definitive intentions for the further development of representative government in Hong Kong.
PURPOSE

The purpose of this memorandum is to inform Members of the comments and opinions which have been expressed by the public on the Green Paper and to seek their advice on the lines along which the White Paper should be drafted.
PROPOSALS IN THE GREEN PAPER

The main proposals were as follows
The Legislative Council
(a) Arrangements should be introduced to provide for a substantial number of Unofficial members of the Legislative Council to be elected indirectly
(i) by an electoral college composed of all members of the Urban Council, the new Regional Council, and the District Boards, and
(ii) by specified functional constituencies.
(b) A number of appointed Unofficial members should be retained on the Council, for the time being.
