PROBLEM
How should we inform Parliament about the Hong Kong Government's White Paper on the Further Development of
Representative Government?

RECOMMENDATION
2. I recommend that the Secretary of State draw attention to the
White Paper by means of an inspired Parliamentary Question and that
copies be placed in the Libraries of the House of Commons and House
of Lords. I submit a draft written question and answer,
to be published in Hansard on 21 November. answered

The Secretary of State minuted the Prime Minister and
OD (K) colleagues on 8 November to inform them about the White Paper
to be published in Hong Kong on 21 November. At that time EXCO had
not taken a final decision on the timing of the review scheduled for 1989 in the Green Paper. At the urging of the Secretary of State and Governor EXCO have now agreed that the review should be brought
forward to 1987.
