On 6 November 1984 the Governor informed Members of his conclusions. as to the practical difficulties of not specifying that a Review would be held in 1987, but said that the draft White Paper would contain alternative paragraphs on the point. Alternative paragraphs have been inserted accordingly on page 9 (paragraphs 30A nd 30B) of the draft White Paper at Annex A, for Members' consideration.

On 6 November 1984 Members considered

XCCI (84)46 on the subject of nationality requirements for voters and candidates in the electoral legislation.

The Governor directed that the draft White Paper, when brought before Members on 13 November, should have alternative paragraphs, one stating that the qualifications required of candidates and electors should be the same as the requirements in the Electoral Provisions Ordinance, and the other stating that candidates would be required to be either British nationals or Chinese nationals.
