On 30 October 1984, Members considered memoranda XCC (84) 111 and XCC (84) 115 on the Further Development lof Representative Government in Hong Kong in which proposals for the drafting of a White Paper were put forward.

The Council advised and the Governor ordered
that the main
the main aims of the proposals, as stated in the Green Paper, should be reiterated in the White Paper;
that the White Paper should explain that these proposals covered only the next stage in the development of representative government in Hong Kong, and that subsequent developments would be considered later;
that in 1985 there should be ten geographical constituencies representing the groupings of District Boards as electoral colleges shown in Annex B to memorandum XCC(84)115;
that in
in 1985 there should be two special constituencies, representing electoral colleges formed respectively by the members of the Urban Council and the Regional Council;
that in 1985 there should be nine functional constituencies, returning 12 members, drawn up as shown in Annex A to memorandum XCC (84) 115, and observing the electoral procedures specified in that memorandum, with the possibility to be considered before publication of the White Paper of including licensed Deposit Taking Companies with the Hong Kong Association of Banks in the financial constituency;
that the number of appointed Unofficial Members of the Legislative
the Legislative Council should be reduced in 1985 to 22, and the number of Official Members to ten;
