The ideas, suggestions and proposals in this Green Paper are not definitive. They have been published for the people of Hong Kong to consider and discuss, so that they can comment on them and, if they wish, put forward their own suggestions for the further development of representative government in Hong Kong.

The Government will consider carefully all the views and comments
