Chapter 8 Conclusion

The proposals discussed in Chapters 5, 6 and 7 of this Green Paper may be summarised as follows
The Legislative Council (Chapter 5)
(a) the appointed Unofficial members of the Legislative Council should be replaced progressively by members elected indirectly
(i)
by an electoral college composed of all members of the Urban Council, the new Regional Council and the District Boards, and
(ii) by specified
constituencies,
and there should be a
functional
gradual
reduction in the number of
of Official members of the Legislative Council.
(b) the eventual composition of the Legislative Council by 1991
should be -
(i) 20 members elected by the
electoral college,
(ii) 20 members elected by the
functional constituencies,
(iii) 10 Official members.
(c) these arrangements should be introduced in three stages in 1985, 1988 and 1991 - following the District Board elections in those years.
