2. Chinese Government has made it clear that as far as they
are concerned administration of Hong Kong remains British
responsibility until 1997.
WHY NO EARLIER DEMOCRATIC DEVELOPMENT?
3. Has already been significant development. This includes
introduction in 1982 of District Boards with directly elected
element based on very broad franchise. In 1983 membership of
Urban Council increased to 30, half of whom elected from
district constituencies on same broad franchise as District
Boards.
4. In May Hong Kong Government announced definitive plans to
develop further representative status of District Boards by
doubling number of elected members in 1985 and to establish in
1986 new regional council, with substantial elected element in
membership, to cover those areas of territory not already
covered by Urban Council.
