hold the Governor's commission, are not so exempted.
14.
Clause 15 prohibits the passing on of evidence
given before the Council without express permission.
15.
Clause 16 specifies that, where doubt arises as
to the procedure to be followed as regards evidence
before the Council, the precedent to be followed should
be that of the House of Commons in Westminster.
Although this provision may need review in the distant
future it should at least be helpful initially in
establishing good practice and precedents for the
Council in Hong Kong to follow. In any event, it
reflects the provision of Standing Order 69, which
specifies that the President may, if he thinks fit, be
