putting forward the necessary powers and privileges.

The Bill

The Bill follows to a large extent the standard

pattern for such legislation developed for application

in former colonial legislatures. Clause 2 provides for

various sections of the bill to be brought into effect

on different dates. This would allow, for example, the

provisions relating to immunity within the precincts of

the Council to be made effective only when the Council

had moved to its new premises. Subject to Members'

advice, however, there is no specific intention

present to introduce the Bill's provisions by stages.

Clause 3 provides for immunity from legal

action in respect of any proceedings before the

Council. Clause 4 provides for freedom from arrest for

civil debt during a sitting of the Council.
