suspension of the governor and an assumption or conferring of
power on someone else to whom, in future, they must look
for instructions possibly in the face of conflicting
instructions by the former governor. It will be appreciated that the issue here is one of authority not
of effectiveness, but the lack or doubts as to where
authority lies locally will be likely to detract from
effectiveness.
3. I should perhaps add that it would seem to follow that
provision should be made in the then current constitution
for the succession rather than to attempt to create the
succession at the time of dismissal or suspension of the
governor.
