on behalf of your constituent, Mr Michael Cotton of 7 Elgar Avenue, Ealing, London W5, about democratic development in Hong Kong. As Minister of State with responsibility for Hong Kong, I am replying.
We recognise that one important way in which the people of Hong Kong can be helped to strengthen their autonomy and their confidence is through the evolution of representative institutions. Steady progress has already been made on this front in recent years. Geoffrey Howe said in Hong Kong on 20 April, and in the House of Commons on 16 May, that during the years immediately ahead, the Government of Hong Kong would be developed on increasingly representative lines. Plans to strengthen the elective element in local government at the district and regional levels were announced by the Hong Kong Government in May. In addition, the Hong Kong Government hopes to publish a Green Paper this month making proposals to develop the representative status of the two main central Government institutions, the Executive Council and the Legislative Council.
