1. Mrs Elsie Elliot has written to the Prime Minister and the Secretary of State (in virtually identical terms) about democratic development in Hong Kong. Both letters were referred to the Department for a reply. However, since Mrs Elliot is an elected Urban Councillor and a well known community activist, I recommend that a reply should be sent from Mr Luce. I submit a draft.
2.
As Mr Luce is aware, a draft Green paper on Constitutional Development in Hong Kong was approved by OD(K) on 27 June. It will be published in Hong Kong on 18 July.
