The Secretary of State has seen the minutes from Sir William Harding and the PUS in which Sir William Harding said that he stuck to his preference for option 3(c) (retention of a British Government appointed from London, but with an elected local Chief Minister). Sir William Harding thought that the Chinese might wear this and that it would avoid the constitutional problem of attempting to sack an elected Governor. The PUS commented that he was inclined to agree with this minute. The Secretary of State is anxious that no decision on this should be taken until further consideration has been given to the question.
