After the Green Paper has been published and public comments have been received on the concept of functional constituencies, it will be necessary

decide on

(a)

exactly

which

functional constituencies should be selected to elect representatives to be members of the Legislative Council;

(b) the numbers of representatives to be elected by each selected functional constituency;

(c)

(d)

the appropriate arrangements for electing the representatives of each functional constituency; and

which functional constituencies should be selected to elect representatives in 1988, prior to

1985 the

In the meantime, further consideration will be given these questions with a view to drawing up proposals for Members' consideration in due course.

The Governor's relationship with

the Legislative Council

In the draft Green

paper

detailed

it is proposed (in paragraph 61) that the Governor should cease to be President of the Legislative Council in 1986 and that his place should be taken by a Presiding Officer who, initially, would be appointed by the Governor after consultation with the Unofficial Members of the Legislative Council but subsequently, in 1988 and every three years thereafter, would be elected by the Members of the Legislative Council among their own number.

Members expressed concern when considering the previous memorandum that the public would see the Governor's ceasing to be the President of the Council as a renunciation of authority. It is envisaged in the draft Green Paper (in paragraph 62) that the Governor would deliver an Annual

Address to the Council in his role as Chief Executive at the opening of each new session, and that he would retain the right to address and attend the Council on any other occasion on which he considered it to be appropriate or necessary.
