Asked for a note of ideas relevant to the Thea on outs discussion about whether there should/an elected Governor in the early '90s. I have had a meeting with C.B.F., following your request. I have seen his paper dated 1 July which reflects the contents of our discussion. I do not think there is any serious conflict or inconsistency between his paper and the paper which I now attach.
