Continuing process of democratic development in Hong Kong
reflected in the recent anouncement [15 February] of plan to
establish Regional Council with elected element for areas not covered by Urban Council and to increase the proportion of elected members on District Boards. Hong Kong Government intend to continue building upon this foundation. Will continue to take fully into account aspirations of Hong Kong people, as well as other relevant factors, with aim of maintaining highest possible standards of government in Hong Kong in best interests of people. HMG endorse this approach.

I could not rule out the possibility of some form of
elections to the Legislative Council.
