The Council considered memorandum XCS (84)9.
The Council ADVISED and the Governor ORDERED:
that the proposals summarized in
paragraph 32(a) to (h)
(h) of

memorandum
should
be
implemented; subject to -
(a)
examination of whether the

provisional Regional Council
into being
could come
earlier than April 1985; and
the Director of Urban
Services being authorised
to tell the Urban Council
that any preference the
Council should express for
a composition of 15 elected
15 appointed
members,
members and 10 District
Board members would be
received sympathetically.
The Governor directed that the Chief Secretary
should make a statement in the Legislative Council that
the Administration would proceed with a second Regional
