The Governor (Chapter 7)

(g) the Governor should cease to be

the President of the Legislative

Council and should be replaced

by a Speaker, who initially, in

1986, would be appointed by the

Governor after consultation with

the

Unofficial

Legislative

members of the

Council,

but

subsequently, from 1988 onwards,

would be elected directly by the

members of the Legislative

Council from their own number

every three years following the

elections to the Legislative

Council.

(h) the Governor should continue

Executive

preside over the

Council, but his powers to

decide what questions should be

submitted to the Council and to

act in opposition to the advice

of the Council should be removed

and he should be bound to accept

and

implement

the

Council's
