appointed by the Governor and
the four ex-officio members
should remain as members of the
Council.
(e) the eventual composition of the
Executive Council by 1991 should
be
(1) 8 members elected by the
Unofficial members of the
Legislative Council,
(ii)
2 members appointed by the
Governor,
(iii)
4 ex-officio members.
(£) these
arrangements
should be
introduced
in two stages
in
1988 and 1991
following the
Legislative Council elections in
those years.
