Executive Council by building upwards from the base of
existing institutions and secondly it will establish a
strong, formal constitutional link between the
Legislative Council and the Executive Council.

representation of interests on the Executive Council,

for appointment by the Governor. These could be filled
from within the Legislative Council or from outside, at
the Governor's discretion.

officers of the Administration, the Chief Secretary, the
Financial Secretary and the Attorney General, should
remain as ex-officio members as a link between the
Executive Council and the Administration.
The Commander
British Forces should continue to sit as an ex-officio

As with the Legislative Council, it is intended
that the
arrangements for introducing a
