Executive Council and to act in opposition to the advice
given to him by the members of the Executive Council, if
he deems it right to do So,
should be removed. In
practice these powers are rarely, if ever, exercised by
the Governor. Thus the removal of these powers would do
little more than formalise the Executive Council's
position as the principal policy-making authority.

It is not envisaged that there would be any
change in the Governor's position as Head of the
Administration.

As regards the selection of the Governor, it is
consultative
consideration how, in due course, arrangements
should be introduced for the post to be filled through a
or electoral process, also using an
electoral college. In this way the thread of
representative government would be drawn through to the
very top-most institution in the government structure.
It is also for consideration whether, in the long term,
i.e. after the process of electing a

introduced, the Governor should have a seat in the
Legislative Council.
