future position of the Governor raises
rather more fundamental questions both with regard to
his role and the method to be adopted for selecting him.

Until 1997 he will, of course, continue to be
appointed by the Queen and be her representative in Hong
Kong. He will also continue to be the chief executive
of the Government of Hong Kong.
