I am sorry that this task has turned itself into such a horrendous skeleton. Before he left, Peter Webb had received from Home Affairs Branch (who co-ordinate such matters) a list which I now enclose, As you will see, the entries are factual. I am afraid that the compilation of a normal LPR style list for Hong Kong, including pithy character sketches, is not a feasible proposition. Hong Kong is not a foreign country; many of those who feature on the list are engaged in public work which brings them into contact with a number of government officials. It would be difficult to keep entirely confidential any process of obtaining character sketches from such officials. The disadvantages of having public figures worry about their being reported on outweigh the advantages of having a more interesting leading personalities list.

Some entries already required updating. For example, the entry for T.K.Ann makes no reference to the fact that he accepted an appointment to the Chinese People's Political Consultative Conference (CPPCC) last year. Other entries could usefully be expanded. But since this matter has dragged on for so long, I thought it worthwhile at least to send you the preliminary list. The information is on a word processor which should make expansion and updating relatively easy. I hope to send additions and amendments
I also intend to procure an additional copy for the Embassy in Peking.
