Apart from the personal inviolability provision at 2 (3) of Peking telno 44, the immunities and privileges relate closely to those in the Vienna Convention on Consular Relations. I therefore see no objection to the draft memo. contained in that telegram from a P and CD policy point of view.

Point (1) reocrds a wider inviolability for premises than Article 31, VCCR which makes provision for
" estates "
emergencies
Point (2) applies to "extras" which may be wider than Article 32, VCCR (read with Article 1.1 (f)) which refers to "premises".

Point (3) duplicates para 2.(f) of the 1981 memorandum and adds personal inviolability, not accorded by VCCR. I have not seen the British memorandum refund to. referred to.
Point (4) applies only to customs duties and note taxes (c.f.
Article 50, VCCR and telno 49) but is not confined to goods for the official use of the visa office.
Point (5) and ((6)) as proposed in telno 536 para 4 appear to be in the line with Article 50.3 and Article 43, VCCR.
I am not clear about the need for the differences from VCCR mentioned above; but it may be that they can be justified.
