1.

In his letter of 13 June to me Tony Galsworthy said that you would be handling the consular agreement talks during his absence. At the risk of sounding naive, might I make a suggestion?

2. In his fourth paragraph Tony says:

"It has been made very clear to us on several occasions now that the Chinese will not permit progress on finding a building for the consulate until the agreement is completed, but we have also had a hint that there will be a couple of buildings for us to look at as soon as that agreement is reached."

I do not know what conditions the Chinese are insisting on regarding their visa office in Hongong. If the conditions are important to the Chinese, I hope that when we concede them in principle we make their implementation conditional on the Chinese first providing adequate and appropriate accommodation for us in Shanghai.

3. I look forward to meeting you again one day in Teking. I think we met very briefly in November 1978 when you were wearing a hat with a very large brim.
