My comments on Peking Telno 1033 are as follows:

paragraph 2: I agree with Galsworthy's comments and that his suggested text would be preferable, but I think that we need not make this a sticking point and that if need be we could live with the Chinese text.

paragraph 3: I would prefer that this read: 'to the extent which would be accorded under Article 43 of the Vienna Convention on Consular Relations if those officers were consular officers'. As a fall-back, which, although I am not terribly happy with it, would just about be acceptable in an understanding of this sort, we could substitute 'appropriate' for accorded'; we might then be able to present this as a clarification in English of the text suggested by the Chinese.

paragraph 4: I think that this is really a matter for Hong Kong, but for my part I see no objection.

paragraph 5: No objection.

paragraph 8: The draft Ordinance set out in Hong Kong Telno 1503 covers this point.
