Development of the Government Structure: The Public Services

In his telegram 1714 of the 11th November the Governor referred to the development of the govern- mental structure in the years ahead. He has now asked me to consider with the Secretary for the Civil Service the plans that we might make to develop the existing machinery of the Public and Judicial Services Commissions.

2. As you know the existing Public Services Commission has one full-time member and several part- time Unofficial members. When the Chairman of the PSC is absent one of the Unofficial members takes over. The Commission is purely advisory, is not established by statute and some posts are excluded from its purview. The JSC is established by statute. There is no Police Service Commission.

In other dependencies as they developed constitutionally the advisory Public Services Commission was made full time, it assumed some of the duties of the Civil Service Branch in the Territory, including responsibility for the more important disciplinary matters and it increasingly began to take over some of the other functions set out in Colonial Regulations. This is well-trodden ground and there is plenty of precedent.
