in the case of an award payable in respect of the services of any person who, having been a public officer, was, immediately before the date aforesaid, serving in any office in the Police Force. other than the office of Commissioner of Police or Deputy Com- mis dover of Police, on the recommendation of the Police Service Cmunision: and
th in the case of an award papable in respect of the services of any other person. on the recommendation of the Public Service Col.mission.
(3) In this section. "pensions low" means eny law relating to the tant to any person, or to the widow, children, dependents or personal resemutives of that person, of an award in respect of the services that person in a public office. and includes any instrument made der any such law.

FINANCE
114. (!) Save as provided in subsection (2) of this section, there Consolidated

15. (1) No money shall be withdrawn from the Consolidated Withdrawal d or other public funds of the Bahama Islands except upon the pority of a warrant under the hand of the Minister of Finance: rovided that where, in the opinion of the Governor, acting in discretion. moneys are required to enable him to discharge his onsibilities for internal security and the Police Force, such moneys
be withdrawn from the Consolidated Fund either--
1 upon the authority of a warrant under the hand of the Minister
of Finance; or
upon the authority of a warrant (hereinafter referred to as a Governor's warrant ") under the hand of the Governor, acting in his discretion.
No warrant shall be issued by the Minister of Finance for purpose of meeting any expenditure unless-
the expenditure has been authorised for the financial year during which the withdrawal is to take place-
(i) by an Appropriation Act; or
