HMA Hanoi has recently reported on Vietnamese attitudes to repatriation of refugees from Hong Kong. I understand SEAD will in due course submit to the Secretary of State recommending whether Hanoi should be instructed to explore further the possibility of repatriation. But I think we must expect that, on the basis of Vietnam's reported views, repatriation is likely to be a non-starter as things stand at present. I believe we should therefore be considering ways in which we might try to take things forward. I attach a self-explanatory draft minute from Mr Clift to Mr Burns. Mr Hoare saw it before his departure.
