I submit draft telegrams covering the points in paragraphs 3 and 6 above. A second telegram is proposed for

Washington as we see merit in giving the Americans a more detailed account of our thinking and the pressures behind our approach.

The Secretary of State will be seeing Mr Hartling, the United Nations High Commissioner for Refugees, on 14 April. recommend that he be briefed to raise the question of Vietnamese

refugees along the lines of the draft telegrams. The telegrams would then need to be held until after Mr Hartling's call.

I have informed the Governor of Hong Kong on a personal basis of the Secretary of State's response to Lord Belstead's

minute and of the proposals above, and have asked for his views.

I shall minute again when these have been received.
