I telephoned Mr Margolis, Deputy Political Adviser.
I referred to the telegrams to the HKGO at (43) and (44)
of the file. I said that we were concerned that the repatriation line was still being mentioned as a possibility. The Secretary of State had ruled it out, so Hong Kong should drop mention of it in statements and instructions. There had been a personal exchange of telegrams,
FCO 334 & HK485 with the Governor. Mr Margolis undertook to take the appropriate action with those concerned.

I also told Mr Margolis that we had submitted last month to Ministers about a multilateral approach to the Vietnamese and lobbying UNHCR, Canada etc. I explained that this submission had had to be slightly recast and re-submitted following Mr Hartling's call on the Secretary of State. We would let HongKong know the outcome as soon as possible, (Hong Kong telno 584, para 5).
