to those who are parties to difficult bilateral or regional
political relationships to treat separately the interests of people
who are displaced by these antagonisms. Polemical exchanges today
seem increasingly to focus on the displaced people themselves who thus,
inevitably, become the subject of dispute which further complicates
the process of resolving their future.
