Conclusion. It is clear that the Australian offtake from Hong Kong is becoming
increasingly significant and that they are going to be the ones to take the lead in any new initiatives on Vietnamese refugees. For both these reasons we should liaise with them as closely as possible. And whoever goes to Geneva next year should quickly make contact with Griffiths.

Canada. The Canadians are also keen on voluntary repatriation but not as prepared as the Australians to say so publicly. I had several informal talks with them and initially they said that we could not hope for any increase in offtake but towards the end they said that they would push Ottawa for this. They were aware of Stumpf's travels and were , concerned about them. (Stumpf is well know?
in resettlement circles and is generally regarded as a nuisance!). They expressed particular concern about stories they had heard that we had given him money to sponsor resettlement cares. I explained that the money was to cover administrative costs of resettlement agencies and assured them that we would not provide funds for sponsorship if this was objectionable. They said that they could not allow it under any circumstances.
Conclusion. We should follow up with further lobbying of the Canadians and continue to. exercise care in respect of Stumpf's activities we should certainly warn missions of any of his visits.

Sweden. The Swedes will probably take 200 again next year. A Swedish parliamentary mission will be in Hong Kong shortly and we should push the boat out for them.
