You may have already seen the enclosed article from a Canadian periodical, Refuge, criticising UK shortcomings in dealing with its Vietnamese Refugees. When you were here for the integration seminar we discussed briefly the policy of thinly spreading the Vietnamese around the country. But this article complains about much more than that, one jibe has it that "one gets the strong impression that the resettlement of Indochinese refugees produced employment for the British" and another, referring to Peter Jones' reports says that they are "an insight into Britain's structural deficiencies and its decline".
2. I should be grateful for your thoughts on this item, apparently written by the editor, Howard Adelman. Is it fair comment or are the views based on some misguided concepts? It is for you to decide whether to provide a UK response or to keep quiet but if the writer is wrong I would wish to say so to my Canadian colleague here.
