people were Iranians. Iran countered that the government of a refugee's country of origin had no role to play in deter- mining the status or number of refugees in a country of
asylum.
34: A strong feeling emerged that UNHCR must have unrestricted access to all refugee sites. The High Commissioner was asked to report to ExCom any instances where access was denied.
35. The subject of resettlement was also covered in this item. The Director of Assistance introduced the report on the Resettlement of Refugees (Document A/AC.96/624) by saying that resettlement reflected international burden-sharing but it should only be countenanced as a durable solution where voluntary repatriation and local integration were not available. The increasing tendency for resettlement countries to limit their programmes was regrettable. A more generous response was essential, especially for disabled refugees. He hoped the "Ten or More" plan might be developed into "Twenty or More". South East Asia was of particular concern. The number of Vietnamese refugees in camps had not changed for two years despite the drop in arrivals.
36. There was little discussion of this subject but Canada
said that, as resettlement was a protection tool, UNHCR should
take a more active role in helping governments to plan their resettlement programmes as well as coordinating international
resettlement efforts.
