I shall be interested in any comments departments may have on the report or on UNHCR policy in general and our attitude towards it.

The topics on which action in Geneva can be expected in the immediate future are the draft principles on military and armed attacks (left unresolved by Excom) and liaison between agencies on refugee relief aid and develoment assistance, particularly in preparation for the International Conference on Assistance to Refugees in Africa (ICARA II) next July. Since the Excom meeting, UNHCR and the International Maritime Organisation have also had mixed fortunes in tabling two resolutions at the recent IMO assembly on anti-piracy measures (largely accepted) and the rescue of asylum seekers at sea (rejected in its present form). Some further action on the latter question can be expected.
