explained that the Jubilee buildings provided by the Hong Kong govern- ment were never intended for indeterminate occupancy; that UNHCR has brought to the highest level of the managing agency, its concern that management should do something urgently to alleviate the general sani- tation and other problems of the centre; that while a survey revealed that there was hardly any declaration of rape, separate rooms for single girls have been made available. Mr. Leeks said that the Jubilee buildings were never intended for long term purposes, however, if another site had to be found, it would have to be a temporary housing area designed for squatters, the implications of which will not make it easy. He rather suggested that resettlement efforts be focused on longest staying refu- gees in "open" centres.
