STATEMENT BY DAME ANNE WARBURTON AT THE UNHCR MEETING WITH A DELEGATION FROM THE SOCIALIST REPUBLIC OF VIETNAM ON WEDNESDAY 5 OCTOBER 1983
Thanks to UNHCR for arranging the meeting and to the Minister for his opening remarks.
Pleased to see Minister Ha van Lau in Geneva again. His visits enable us to hear up to date details about the Orderly Departure Programme (ODP). It is a good opportunity for him to discuss the programme in detail with UNHCR and meet representatives of those Countries which have a specific interest in the ODP.
Humanitarian problems are not easy to deal with and are best addressed by open discussion by people with open minds.
He approach this meeting in sober mood, regretting the continued need for the ODP and hoping that in the near future the need will pass.
The UK welcomes the improvements in the efficiency with which the programme is administered, improvements which smooth the neth for those leaving their homeland. In particular, we welcome the increased numbers of officials allocated to deal with ODP applications and the corresponding increase in the pace of the handling of cases. Last year's expectation of an increased number of departures under the Scheme has indeed been realised.

We are particularly glad that, because of the response of the Vietnamese authorities to our specific request last year, pow receiving a considerably larger number of relatives of those already living in the UK. Moreover, they are arriving at nato with which our reception services are able to cope quite adequately.
We shall hope to maintain the good co-operation through the UNHCR which underlies this statement for the remainder of the Orderly Departure Programme.
